Criminal originating work is Texas or Oklahoma. Each state has a hub plus a county URL for ads. Google is asked to index the hub and the metros (Harris, Dallas, Oklahoma County, Tulsa, and the rest of the metro list). Smaller counties stay off the index so they do not clone the same page 254 times.
